ETECSA Implements Urgent Measures to Sustain Telecommunications Amid Financial Challenges

ETECSA implements new pricing to stabilize Cuba's telecom services amid financial strain. While billing in CUP, dollar-based costs for international providers and equipment imports challenge sustainability. Fraud worsens the crisis. ETECSA announced the measures during December’s National Assembly sessions and a January press conference, citing the need to secure revenue for Cuba’s telecommunications infrastructure. While services are billed in Cuban pesos (CUP), the company incurs most expenses—such as payments to international internet providers and equipment imports—in dollars. Fraudulent schemes cloning international recharge offers have further strained finances, diverting funds into CUP and worsening economic pressures.

Despite challenges, ETECSA prioritized connectivity for education, healthcare, and research institutions, though mobile internet quality has declined. New affordable recharge options were introduced, though officials acknowledged these may not meet all users’ needs. During a three-hour meeting with student leaders, ETECSA’s president outlined plans to mitigate impacts, including WiFi upgrades at universities and partnerships with ministries.

Critics highlighted poor communication around the changes and called for revised data tariffs, particularly for students and professionals. ETECSA pledged ongoing dialogue and transparency, emphasizing worker commitment to maintaining services.

The measures aim to balance financial stability with public access, though implementation hurdles remain. ETECSA vows to expand 4G coverage and home internet while combating fraud and promoting Cuban-made apps like Todus.
